[LEBV-191] Show correctly privacy policy link in the personal data step

🎯 Summary

Fix the links behaviours and show a different link depending on the current language

🧪 How to test

In the second step, after the scan of the document, check that the link "Privacy policy" works correctly. The URL that is pointed should change if the selected language changes.
